November 1991 is a month and year that will forever live in infamy when it comes to one of the most grievous crimes committed under the rubric of Western foreign policy, as it was on this month in this year that the break-up and destruction of the Socialist Federal Republic of Yugoslavia (SFRY) was set in train.
The Arbitration Commission of the Peace Conference on Yugoslavia was a body set up in 1991 by the Council of Ministers of the European Economic Community (EEC) in response to the conflict that had broken out between separatists in Slovenia and Croatia and the Yugoslav People’s Army (JNA) earlier that year. It was tasked with providing the peace conference with legal advice and on 21 November, in the first of its legal opinions on the crisis, it determined that Yugoslavia was “in the process of dissolution.”
Just four simple words, yet taken together they constituted a blatant violation of the Yugoslav constitution. They are words which still today call to mind Rome adjudicating on the destruction of Carthage.
From that moment on Yugoslavia’s fate was sealed, though it would take a protracted and bloody civil war before it was finally consigned to history, ending a multiethnic state founded on the principle of international brotherhood and solidarity that had emerged from the ashes of a central European continent devastated by the 1936-45 war against fascism.
The Western depiction of the break-up of Yugoslavia would have us believe that it was down to the inherent barbarity and cruelty of the Serbs, the largest ethnic group in the former SFRY, in attempting to suppress the legitimate right of the other constituent Yugoslav peoples – Slovenes, Croats, Kosovan Albanians, etc. – to self-determination. In this narrative the Serbs – a people who numbered among the most of any single ethnic group killed by the Nazis and their collaborators in the Second World War – were summarily and disgracefully demonized to an extent unparalleled in the postwar period.
In order to understand the break-up of Yugoslavia it is important to understand something of its history. The six Balkan republics of Bosnia and Herzegovina, Croatia, Macedonia, Montenegro, Serbia, and Slovenia were brought together after the Second World War in 1945 to form the Socialist Federal Republic of Yugoslavia under the leadership of Josip Broz Tito, a Croat who led the Partisan resistance to the Nazi occupation of the Balkans and the old monarchist kingdom of Yugoslavia. Their resistance was so effective and determined that the Germans were forced to divert considerable men and resources in order to meet it.
Between 1960 and 1980 Yugoslavia enjoyed a period of sustained economic growth that funded its commitment to social and economic justice. Free health care and education was provided as a right for all its citizens regardless of ethnicity, as was the right to work, a living wage, affordable housing and utilities, while most of its economy came under state ownership.
As a founding member of the Non-Aligned Movement of nations that refused to be subsumed into either the Soviet or Western blocs during the Cold War, Yugoslavia enjoyed considerable influence and prestige on the international stage.
Yet despite Tito’s refusal to be subsumed into the Soviet Bloc, Yugoslavia remained safe from capitalist penetration while the Soviet Union existed as a countervailing force to US-led western imperialism. As soon as the Soviet Union collapsed, however, this protective cloak was removed and the die was cast.
Fuelling the economic growth enjoyed by Yugoslavia during the ‘60s and ‘70s was its decision to borrow heavily from the West in order to invest in industry and the production of both export and consumer goods. This rendered the Yugoslav economy vulnerable to the fluctuations of global capitalism. And so it proved, when as a result of the world recession of the 1970s export markets contracted with the result that Yugoslavia’s export production dried up along with its ability to service its debts. In response the IMF demanded a restructuring of the state’s economy in order to prioritize debt repayment. Stuck between the hammer of indebtedness and the anvil of continued borrowing in order to subsidize its commitment to the provision of education, health care, housing and social security for its citizens, by the late 1980s the Yugoslav economy was in free fall.
It was at this point that central banks moved in at the behest of policy-makers in Washington, London and Bonn. Determined to break up the last socialist country in Europe, they threatened to institute an economic blockade unless the Yugoslav government agreed to hold separate elections in each of its six republics. The passing of the US Foreign Operations Appropriations law 101-513 in 1991 contained a section relating specifically to Yugoslavia, stipulating that all loans, aid and credits would be cut off within six months unless elections were held.
The most devastating provision of the law stipulated that only the forces within Yugoslavia deemed democratic by Washington would now receive loans from the US. Various right-wing factions in each of the six republics benefited directly from this provision and became the recipients of US largesse. In a climate of growing economic crisis it was a measure guaranteed to exacerbate ethnic tensions and give succor to centrifugal and separatist forces within SFRY.
Germany recognized the secession of first Slovenia and Croatia in December 1991, whereupon civil war ensued. It lasted for the next eight years until a three-month NATO air war unleashed against the Serbs, who had refused to acquiesce in the break-up of the federal republic, brought it to an end.
As Tariq Ali observed at the time, “American strategists, desperate to retain NATO as their battering-ram in new Europe, maneuvered Europe into a war in order to prove that NATO had a permanent function, that it was the ultimate arbiter and could act alone, presenting the rest of the world with a fait accompli.”
Atrocities were committed by all sides in the conflict, yet it was the Serbs who carried the can. During the trial of Serbian President Slobodan Milosevic’s in The Hague evidence of genocide against his government was never produced. Yet the former Serb leader was only personally exonerated in March of this year in a five-volume ruling of the International Criminal Tribunal for the former Yugoslavia (ICTY) in the prosecution of Bosnian Serb leader Radovan Karadžić.
NATO’s relevancy and continued purpose was affirmed with its role in the break-up of Yugoslavia, the last socialist state and economy left in the heart of Europe, which for obvious reasons could not be allowed to survive. Its descent into the ugly swamp of ethnic conflict came as a result of economic crisis, creating a political crisis that was exploited by the West in the interests of securing new markets and sources of raw materials in service to western neoliberalism.

Serbian emergency shelters for Bosnian refugees sold to the public as a concentration camp to win public support for international intervention. In August 1992, millions of people were shocked to see photographs of a supposed Bosnian Serb death camp. But the death camp story was a lie. The ITN crew had filmed from inside a fenced-in storage area. By shooting through the fence ITN created footage that gave the impression that the Bosnian men were imprisoned. With a little editing, this footage was turned into pictures that gave the impression of a death camp – media manipulation. The death camps were in ...

Ukraine matters. It’s territory is Europe’s largest after Russia’s. It borders seven countries in Europe’s heartland – Belarus, Hungary, Moldova, Poland, Romania, Slovakia and Russia.
It shares a strategically important 1,500-long land and sea border with the Russian Federation.
The country is resource rich. Zbigniew Brzezinski once said:
“without Ukraine, Russia ceases to be an empire, but with Ukraine suborned and then subordinated, Russia automatically becomes an empire.”
Separately, he said if Russia reunites with Ukraine, it’ll be a Eurasian powerhouse. If Ukraine allies with Western Europe, Moscow will be significantly weakened geopolitically.

As heavily-armed US and NATO troops enforced the peace in Bosnia, the press and politicians alike portrayed Western intervention in the former Yugoslavia as a noble, if agonizingly belated, response to an outbreak of ethnic massacres and human rights violations. In the wake of the November 1995 Dayton peace accords, the West was eager to touch up its self-portrait as savior of the Southern Slavs and get on with “the work of rebuilding” the newly “sovereign states.”
But following a pattern set early on, Western public opinion had been skillfully misled. The conventional wisdom exemplified by the writings of former US ...
The recent 70th anniversary of the liberation of Auschwitz was a reminder of the great crime of fascism, whose Nazis iconography is embedded in our consciousness. Fascism is preserved as history, as flickering footage of goose-stepping blackshirts, their criminality terrible and clear. Yet in the same liberal societies, whose war-making elites urge us never to forget, the accelerating danger of a modern kind of fascism is suppressed; for it is their fascism.
“To initiate a war of aggression…,” said the Nuremberg Tribunal judges in 1946, “is not only an international crime, it is the supreme international crime, differing only from other ...
For the fourth year in a row, representatives of Croatia’s Jewish and Serbian communities, as well as anti-fascists, will boycott the official commemoration of the victims of the World War II concentration camp at Jasenovac on April 14.That means there will again be a separate, unofficial and much more well-attended commemoration for more than 83,000 Serbs, Roma, Jews and anti-fascists killed at the camp by the Croatian WWII fascist Ustasa movement, which will be held at the site on April 12.Representatives of the Roma community, Jasenovac’s second biggest victim group, will again attend both commemorations. For the fourth year in a ...
War is evil; permanent war is permanent evil. It is evil to humans but also to other species and the planet; the weapons used destroy us but also contaminate and destroy nature.Despite a general knowledge of the evils of war and acceptance of peace and the rule of law, war has become a permanent feature of the 21st century -destructive, cruel, dehumanizing and vindictive. Its message: those who can kill and destroy the most have the upper hand. Major General Smedley Butler said it in a speech in 1933: “war is a racket.” Butler, who had joined the Marine Corps ...
It is now September 2016, just two months before the Presidential elections, and both political camps have already managed to disgust a great number of the US voters, by offering almost no comprehensive political or economic program, by offering… close to nothing! While Donald Trump is lashing out at the ‘enemy within’, during his dark moments that are increasingly resembling an advanced stage of delirium tremens (complete with a mad chase after white mice and promises to cleanse society from some imaginary and filthy rapists and social benefits guzzlers, that are constantly pouring from the south), Ms. Clinton is saddling her ...

15 June 2015 marks the 800th anniversary of the signing of Magna Carta by King John at Runnymede. Magna Carta notably gave English “free men” freedom from arbitrary, non-judicial imprisonment, dispossession, outlawing, banishment or destruction by the ruler, a freedom that was variously progressively extended to all citizens and subjects in the Anglosphere over the next 8 centuries. However the US, UK, Apartheid Israel, and Australia have continued to grossly violate this freedom in the 21st century.King John I of England reluctantly granted the Magna Carta ("the Great Charter") on 15 June 1215 after leading Barons had insisted on formal ...

The United States is technically not at war with any country right now but dropped more than 26,000 bombs in just 2016 and this under an "anti-war" President.
We have an entire generation of Americans who have lived only under a system of "perpetual war".
The time is long overdue to redefine these issues.

The Syrian battlefield is now witnessing an escalation of the war. This is despite the fact that it is supposed to be a time of cessation of hostilities brokered by the US and Russia.
The Syrian war has two major fronts. The first and most important is in southern Syria, on the borderline with Israel and the occupied territories of the Syrian Golan Heights. This area is divided into two areas: the liberated area of Al-Quneitra, and the occupied area of the Golan Heights where Jabhat Al-Nusra and Al-Qaeda’s base their fighters.
Israel has been attempting to drive the Syrian army out ...
“The Declaration of Independence implicitly legalized the enslavement of Black people and the genocide of Native people within the context of the developing American capitalist nation-state.”
July 4th is once again approaching and principled left forces need to use the day as a teaching moment. In a speech given on July 4th, 1852, Frederick Douglas spoke before a packed Rochester Hall and did just that, highlighting the hypocrisy that stains the July 4th celebration of the American Declaration of Independence. The Declaration of Independence, as Douglass emphasized, held no worth to the millions of Black people in the United States whose existence was ...
The end of the Cold War era in 1989 brought during the first coming years a kind of international optimism that the idea of the „end of history“ really can be realized as it was a belief in no reason for the geopolitical struggles between the most powerful states. The New World Order, spoken out firstly by M. Gorbachev in his address to the UN on December 7th, 1988 was originally seen as the order of equal partnership in world politics reflecting „radically different international circumstances after the Cold War“.Unfortunately, the Cold War era finished without the „end of history“ ...
In his Orwellian September 28, 2015 speech to the United Nations, President Obama said that if democracy had existed in Syria, there never would have been a revolt against Assad. By that, he meant ISIL. Where there is democracy, he said, there is no violence or revolution. This was his threat to promote revolution, coups and violence against any country not deemed a “democracy.” In making this hardly-veiled threat, he redefined the word in the vocabulary of international politics. Democracy is the CIA’s overthrow of Mossedegh in Iran to install the Shah. Democracy is the overthrow of Afghanistan’s secular government by ...

With the March 24 ICTY decision condemning Former Bosnian Serb leader Radovan Karadzic for war crimes, exactly 17 years after NATO began its bombing spree on Serbia, international criminal justice revealed itself once again as an instrument of US and NATO foreign policy.[They chose that the 24th of March to render judgment regarding Karadzic iquite deliberately with a view to erasing the history of NATO crimes.]If any doubts persist, it is worth remembering how the Former US Ambassador-at-Large for War Crimes Issues, David Scheffer, perceived that tribunal. Writing about it in his memoirs, Scheffer wrote unabashedly:the tribunal was an important judicial tool, and I had enough ...
