NATO’s 1999 Attack on Serbia’s State TV Headquarters “Wiped from the Record”

Hits: 558

On 23 April 1999, a NATO missile attack on Radio Television of Serbia (RTS) headquarters killed 16 employees of the state broadcaster. The forgotten war crime occurred during the Kosovo War (March 1998-June 1999), and was part of NATO’s aerial campaign alongside the US-backed Kosovo Liberation army, in opposition to the Federal Republic of Yugoslavia.

In the aftermath of the attack there were no great public campaigns launched for the 16 murdered journalists and employees, no outpouring of emotion for those killed, no calls for solidarity and togetherness in the face of aggression. On the contrary the West justified this grievous blow against freedom of expression, praised it even.

Tony Blair, Britain’s then Prime Minister, welcomed the killings when speaking at NATO’s 50th anniversary summit in Washington. Blair said the missile attack was “entirely justified… in damaging and attacking all these targets”, and that those murdered were part of the “apparatus of dictatorship and power of [Slobodan] Milosevic”.

Blair felt that, “the responsibility for every single part of this action lies with the man [Milosevic] who has engaged in this policy of ethnic cleansing and must be stopped”. Apparently Milosevic “must be stopped” by wiping out state journalists or what Blair describes as an “apparatus of dictatorship”.

According to one of the main leaders of the Western world, Milosevic must bear full responsibility for a NATO fighter plane firing a US-made missile on a state broadcasting service’s headquarters. Perhaps we shouldn’t be too surprised by Blair’s visions of justice, particularly when examining his key role in the deaths of hundreds of thousands of Iraqis in the following decade.

Blair was not alone in praising this violation of international law. His Secretary of State for International development, Clare Short, said afterwards that,

“the propaganda machine is prolonging the war and it’s a legitimate target”.

Short is a Labour Party member and her official title today is The Right Honourable Clare Short. Defending these killings was neither right nor honourable one can assume.

NATO themselves commended the deliberate attack afterwards. NATO’s military spokesperson Air Commodore David Wilby declared RTS,

“a legitimate target which filled the airways with hate and with lies over the years”.

This followed on from a number of other NATO attacks on radio and television outlets in the country.

In the build up to the 2003 Iraq invasion, Cardiff University revealed that the BBC adopted the most pro-war stance of any British network. The official reasons for invading Iraq were based entirely on lies and misinformation. In this case was the BBC “the propaganda machine”, had it become “a legitimate target” too?

Pentagon spokesperson Kenneth Bacon also legitimised the war crime saying that,

“Serb TV is as much a part of Milosevic’s murder machine as his military is”.

Not to be outdone, the respected US diplomat and magazine editor Richard Holbrooke described the bombing of RTS as,

“an enormously important and, I think, positive development”.

In the build up to the Iraq invasion American networks like Fox News were styling the illegal intervention as “Operation Iraqi Freedom”, with its correspondents and news anchors compelled to repeat that phrase. In addition a permanent American flag was fluttering in the top corner of the screen, and during the invasion itself the banner “war on terrorism” was unfurled.

Did this make Fox News and others like it, “a legitimate target which filled the airways with hate and lies”? Judging by the standards of Western elites, one would have to suggest so.

Meanwhile, a single person was charged for the attack on RTS: Dragoljub Milanovic, the Serbian network’s general manager, who received a 10-year jail term for failing to evacuate the building in time. Yet the International Criminal Tribunal for the former Yugoslavia concluded that NATO’s bombing of RTS was not a crime, noting that deaths were “unfortunately high, they do not appear to be clearly disproportionate”. Clearly disproportionate to the overall number of civilian deaths inflicted by NATO perhaps.

However, in January 2015 the Western reaction was somewhat different when 12 journalists from the Charlie Hebdo satirical newspaper were murdered by Islamic extremists – along with four Jewish men killed at a kosher supermarket shortly afterwards.

Serbia, Belgrage: Made by NATO in 1999

The British Prime Minister on this occasion, David Cameron, did not justify the killing of journalists and said,

“We stand absolutely united with the French people against terrorism and against this threat to our values – free speech, the rule of law, democracy”. Cameron went on, “we should never give up the values we believe in… a free press, in freedom of expression, in the right of people to write and say what they believe”.

About two weeks later Blair, now a Middle East peace envoy, said of the thinking behind the Charlie Hebdo attacks, “this extremism is not natural, it’s taught and it’s learned and you have to un-teach it in the school systems”. Blair seems further unaware of his own role in creating “this extremism” by playing the junior partner role in invading Iraq, a crucial factor in the rise of ISIS.

In the aftermath of the Charlie Hebdo attacks, millions marched to honour the dead with the slogan “I am Charlie” becoming famous. When the Serbian journalists and employees were killed just over 15 years earlier, there was no international motto of “I am RTS”.

New York civil rights lawyer Floyd Abrams described the Charlie Hebdo shootings as, “the most threatening assault on journalism in living memory”. The perception of “living memory” appears to be a remarkably short one.

Journey to Aleppo: Exposing the Truth Buried under NATO Propaganda
Aleppo has become synonymous with destruction and “Syrian state-generated” violence among those whose perception of the situation in the war-torn nation is contained within the prism of mainstream media narratives. The NATO-aligned media maintains a tight grip on information coming out of this beleaguered city, ensuring that whatever comes out is tailored to meet State Department requirements and advocacy for regime change. The propaganda mill churns out familiar tales of chemical weapons, siege, starvation, and bombs targeting civilians–all of which are attributed to the Syrian government and military, with little variation on this theme. The purpose of this photo essay and my ...

The ensuing ones are shedding more light on the roles of the EU (EEC), the USA and Germany. To what extent have they been guided by the principles of the international law and democracy in the Kosovo crisis? How much did they appreciate the reports of their ...

Science in Serbia
There is nothing extraordinary in the science in Serbia. It would not deserve particular attention of the European scientific community, if it were not for the fact that  the case of Serbia turns out extraordinary, indeed. Let us start with an extraordinary question: would it be possible a state in contemporary Europe to sucumbe to a fashist rule (or  communist or any other totalitarian government)? The answer is extraordinary too - yes. The case in point is Serbia. The trick is marked by Kosovo (see, e.g. P. Grujić, Kosovo Knot, 2014). When this southern province of Serbia, Kosovo and Metohia (Kosovo in ...

Part I The basic cornerstones of the Croat ultraright nationalistic ideology From the point of the ideology of the extreme Croat nationalism, the cardinal goal of ultraright nationalistic parties, groups, ideologists and politicians was to create for the first time after 1102 an independent, as much as a Greater and finally “Serben-frei” Croatia. In the 1990s it was an exactly ultraright nationalistic ideology that provided the main background for creation of a new normative order and values in the HDZ’s Croatia. This ideology had five cardinal cornerstones which gave the framework for building a new institutional order, political values and means to ...

The Idea of a Greater Croatia by Pavao Ritter Vitezović (I)
Introduction The article will examine the model for the creation of a Greater Croatia designed by a Croatian nobleman, publicist and historian Pavao Ritter Vitezović (1652–1713). The article will offer a new interpretation of the substance and significance of Vitezović’s political ideology. Many historians have viewed Vitezović’s political thought and his developed ideological framework of a united South Slavic state as part of a wider pan-Slavic world. According to the prevailing notion, Vitezović was a precursor of the idea of Yugoslavism (a united South Slavic nation-state) and even Pan-Slavism - a pan-Slavic cultural and political reciprocity. Yet a closer look at ...

The Russian World and European Civilization
In recent years, both the Western as well as the liberal Russian press have had a lot to say about Russian “barbarianism,” as if to contrast it with European “civilization.” But a closer inspection – through the prism of the heroic pages of Russian history – of the two groups’ moral ideals and actual lives presents us with quite a different picture. For example, in pagan times, ancient Russians never worshipped a god of war, although their contemporaries in Europe were transfixed by their own martial deity, constructing an entire epic narrative around the concepts of war and conquest. After defeating the ...

The Banana Republic of America: Democracy be Damned
We are witnessing a presidential election of epic farce. The Republican Party nominates the caricature of a tinpot dictator. The Democratic National Committee is a caricature too, of comic opera: exposed in collusion with a favored candidate it anoints a felon, shown to be such but unindicted. We are witnessing the collapse of democratic presidential politics. It is a derelict process, complex, absurdly long, insanely expensive, tedious, inconsistent and now chaotic. Professional football is a public extravaganza, its six-month season culminating in the tangible climax of the Superbowl. It is dwarfed in spectacle however by the same suspense and dramatic finale of ...

The General, however, as a Commander-in-Chief of Croatia’s army, is directly responsible for a brutal ethnic cleansing and war crimes committed by Croatia’s army, police forces and state authorities over the Serbs during the SS-punishment-style military-police operation “Storm” (Oluja) in August 1995 when around 3000 ethnic Serbs in the Krajina region were killed and 250.000 expelled from their homes. Macedonization of Macedonia
As a matter of historical fact, a separate Macedonian ethnonational identity did not exist until the second half of the 19th century. This is partly due to the fact that Macedonia was ruled by Ottoman Empire for a longer period of time: from 1371 to 1912. It is known that Ottoman authorities did not recognize any kind of ethnonational or ethnolinguistic identities but rather only the confessional (millet-system). Therefore, the Christians of Macedonia were not differentiated between themselves on the ethnic bases. Furthermore, Macedonian territories were inhabited by different ethnic, linguistic and religious groups (Slavic- and Greek-speaking Christians, Turkish- and ...

America’s Enemies, Who’s on the List?
For almost 2 decades, the US pursued a list of ‘enemy countries’ to confront, attack, weaken and overthrow.  This imperial quest to overthrow ‘enemy countries’ operated at various levels of intensity, depending on two considerations:  the level of priority and the degree of vulnerability for a ‘regime change’ operation. The criteria for determining an ‘enemy country’ and its place on the list of priority targets in the US quest for greater global dominance, as well as its vulnerability to a ‘successfully’ regime change will be the focus of this essay. We will conclude by discussing the realistic perspectives of future imperial ...

The rise of Fascism and Totalitarianism Just over 100 years ago, Britain, France, Germany and Russia ruled half of the world – most of Europe, all of Africa, South Asia, most of Southeast Asia, and most of the Pacific region. They dominated China and were of course influential everywhere else. During the past century, including the two devastating World Wars when the West resorted to mechanised butchery and industrialised slaughter, more than 170 million people, mainly civilians, were killed. The West introduced unprecedented levels of totalitarianism and oppression by inventing and ruling through Communism, Fascism, Nazism, slavery and apartheid. Some six million Jews perished ...

Broken Promise: NATO Expansion and the End of the Cold War
Introduction Some have tried to debunk the view that the West implicitly or explicitly promised Soviet leader Mikhail Gorbachev that NATO would not expand east after German reunification and dissolution of the Warsaw Pact). These claims are misleading and obfuscate the historical record of at least a clear understanding, if not promise that there should be no NATO expansion eastward in any way, shape or form. At the very least the West made a implied commitment not to expand NATO east. It is more precise to say, however, that the West gave an explicit verbal, that is, unwritten guarantee not to ...

Their anxiety about the future of NATO, recently on full display again when the American president was in Europe, could not be bettered as a measure of the incapacity of Europe’s top politicians to guide their continent and represent its populations. Through its provocations of Moscow, NATO systematically helps increase the risk of a military confrontation. By thus sabotaging its declared purpose of preserving collective security for the countries on either side of the Atlantic, it erases its fundamental reason for being and right to exist. Grasping these facts ought be enough to fuel moves aimed at quickly doing away with ...
